Objetivo:
The course aims to reflect critically on the meaning of modern and representative democracy through the works of two major political thinkers of the 20th century: Hans Kelsen and Joseph A. Schumpeter. Both addressed the following questions: what does democracy mean?, How does it work?, What is the relationship between the rulers and the ruled?, Does democracy presuppose specific values?, Does it need to be defended through special instruments? Kelsen' and Schumpeter's answers to such fundamental questions - which still have a great relevance for our current reality - will be analyzed in this course by taking into account: 1. the authors' intellectual formation and the major theoreticalpolitical influences on their scholarly work; 2. the historical-political context within which they elaborated on such issues; 3. their theories as example of a proceduralist conception of democracy; 4. the main similarities and differences between Kelsen' and Schumpeter's proceduralism. With regard to the latter aspect, the course will pay particular attention to the issue of political leadership and how Kelsen and Schumpeter interpreted it. At the end of the course Kelsen' and Schumpeter's democratic theories will be discussed in order to understand to what extent and in what sense they might be still a good key to critically interpreting current democratic systems.
